President Donald Trump was pressure for this plan to help the Republican party to keep its small majority in the congress in the mid-term elections in 2026. Five new constituencies would be favorable to the Republicans.

The efforts of Mr. Trump and the Texas State legislature with a republican majority prompted state Democrats to organize a two -week strike and sparked a wave of electoral redistribution across the country.

The Democrats had prepared themselves for a final demonstration of resistance, providing for repelling the Senate’s vote in the early hours of the morning in a final attempt to delay its adoption.

Senator Carol Alvarado, a head of the Senate Democratic group, announced on social networks her intention to obstruct the bill by a long speech and to speak for several hours. But just when she expected to start, the Senate took a long break for supper.

Upon his return, Mme Alvarado has never had the opportunity to make parliamentary obstruction, the Republicans accusing him of having violated the Senate regulations by trying to raise funds thanks to this obstruction.

A demonstrator screams after the adoption of the bill redrawing the 38 districts of the Texas Congress, and the impediment of a parliamentary obstruction of Democratic Senator Carol Alvarado, during a session in the Senate, on August 23, 2025 in Austin.

This confrontation, which has lasted for weeks, rocked the Texas legislature, marked by the withdrawal of democrats and threats of arrest on the part of the Republicans. Most of the suspense was played in the House of Representatives, where the electoral card was finally adopted on Wednesday.

The Democrats had already delayed the adoption of the bill for hours of debate, pressing the Republican senator Phil King, sponsor of the measure, to decide on the legality of the proposal.

Many people allege that the redistribution of electoral districts violates the law on the right to vote by weakening the influence of voters on the basis of their ethnic origin.

This conflict also ignited a broader battle on electoral redistribution, State by State, the governors of the two parties committing to redraw the electoral cards of the Congress.

California Democrats approved a law on Thursday providing for special elections in November to allow residents to vote on a new Congress electoral card, intended to help Democrats win five additional seats in the Chamber next year. Governor Gavin Newsom quickly signed it.

“Six weeks ago, I would never have imagined doing this,” said Mr. Newsom. It is a reaction to an attack on our democracy in Texas. »»

California’s electoral card must be approved by voters because, unlike Texas, it is generally a non -partisan commission that draws it in order to avoid the type of political battle that is currently playing.

On Friday, Governor Abbott described California’s electoral redistribution of “joke” and said that the new electoral division of Texas was constitutional, but that that of California would be canceled.

At the national level, the partisan composition of the existing constituencies places the Democrats with three seats of the majority. The outgoing President’s party generally loses seats during the mid-term elections.

Electoral redistribution generally takes place once a decade, immediately after a census. Although some states have their own limits, nothing prevents, at the national level, a state from trying to redraw its constituencies in the middle of the decade.
