Foreign Ministers Sergei Lavrov and Hossein Amir-Abdollahian signed the document in the Moscow residence of the head of Russian diplomacy.
The signing took place while Iranian President Ebrahim Raïssi is expected in Russia on Thursday for talks with Vladimir Putin.
For its part, the White House says it fears that Tehran will deliver ballistic missiles to Russia and that Moscow will be able to use them against Ukraine.
