Egypt put forward a plan worth $ 53 billion to rebuild Gaza over a period of 5 years, focusing on emergency relief, reconstruction and long -term economic development, according to a documentary draft, which was transferred as part of the French Press Agency.
The plan discussed on Tuesday at the emergency Arab summit in Cairo, in two phases for reconstruction and suggests the creation of a fund under international supervision that guarantees “the efficiency of financing” as well as “transparency and monitoring”.
Early recovery
This first stage lasts 6 months, at a cost of “3 billion dollars, during which the law removal from the central axis (Salah al -Din axis) and the rest of the sector (…) will be started in addition to providing 200 thousand units for the precedent for pre -prepared housing.”
During this stage, it is assumed that “7 sites accommodate more than 1.5 million individuals, provided that the Palestinians are housed in temporary housing units (containers), which accommodate the average of 6 individuals.”
It also stipulates “the restoration of 60,000 partially destroyed units with the aim of accommodating 360,000 individuals when the restoration process is completed.”
Reconstruction stage
The reconstruction phase is divided into two stages and extends over 4 and a half years.
According to the document, “the total financing needs of the (first) stage are 20 billion dollars and extend until 2027, and it includes the establishment of facilities, networks, service buildings, the construction of permanent housing units, and the reclamation of 20 thousand acres of agricultural lands.”
She added that the financing of “the second stage of reconstruction amounts to 30 billion dollars and (she) extends until 2030 and includes the establishment of industrial areas, hunting port, sea port and airport.”

Financing
The Egyptian plan proposes “the creation of a credit fund under an international supervision as a financing mechanism that is directed to financial pledges to it, to manage it to ensure the efficiency and sustainability of financing the early recovery and reconstruction plan, transparency and control necessary on the aspects of spending the financial resources that will be provided.”
In this context, “the Egyptian government intends to organize a high -level ministerial conference to mobilize the necessary support for the recovery plan (…) in cooperation with the Palestinian Authority and the United Nations with the participation of donor countries, international and regional financing organizations, the Palestinian and international private sector and civil society organizations.”
